The General Assembly of 1895 passed an act providing an additional judge of the Sixth Judicial Circuit, and provided that said additional judge should preside over the Second Division of the Pulaski Circuit Court, and alternate with the judge of the First Division in presiding over the circuit court in the other county composing the circuit. The Hon. Edward W. Winfield held the additional judgeship created by this act.
