Appellee filed a motion to dismiss this appeal on the ground that this court has no jurisdiction ratione materiee.
The facts are that plaintiff brought suit against the Louisiana Highway Commission to compel it to enlarge certain natural drainage openings under a paved highway built by the Commission.
