MEMORANDUM OPINION AND ORDER

ROVNER, District Judge.

Plaintiff, the Pesticide Public Policy Foundation (“the Foundation”), challenges the validity of Village of Wauconda Ordinance No. 1984-0-31, which regulates the use of pesticides in the Village. The Foundation is a District of Columbia non-profit corporation whose members include professional lawn care, arborculture and pest control operators serving customers within Wauconda.
