On October 18, 1968, a petition was filed in the office of Joe L. Mini, County Superintendent of Schools of La Salle County, hereinafter referred to as the Superintendent, requesting that an election be called for the purpose of voting for or against the establishment of a community unit district embracing certain territory described in the petition. The petition first came on for hearing before the Superintendent on March 3, 1969, at which time written objections were filed in the proceedings by a number of the residents and several boards of education.
