Chapter 121 of the Texas Human Resources Code requires that “[pjersons with disabilities have the same right as the able-bodied to the full use and enjoyment of any public facility in the state,” including the right to use an “assistance animal ... or other device of assistance,” to “reasonable accommodations in policies, practices, and procedures,” and to have “auxiliary aids and services necessary to allow the full use and enjoyment of the public facility.” Tex.
