On August 24, 1938, the City of Tampa adopted Ordinance No. 686-A under the authority of Chapter 17118, Acts of 1935, Laws of Florida. The Ordinance provided for the construction by the City of Tampa of works for the collection, treatment, purification and disposal of sewerage; and providing for the issuance of sewerage revenue certificates by the City of Tampa in the sum of $2,934,000.00, payable solely from the sewer revenues for services furnished by the said sewer system.
