KEITH, Chief Justice.

In this case we must identify the proper limitations period for a disability discrimination claim under a provision of the federal Air Carriers Access Act, 49 U.S.C. § 1374(c) (1988) (current version at 49 U.S.C. § 41705 (1994)) (ACAA), and decide whether a state common-law negligence claim against a common carrier for failure to assist a disabled passenger with carry-on baggage exists and survives preemption by the Minnesota Human Rights Act, Mmn.Stat. § 363.03, subd. 3(a) (1994) (MHRA).
