The plaintiff, Howard E. Kremers, filed his amended complaint in the circuit court of Du Page County against the defendants, the city of West Chicago, the county clerk, and the county treasurer and ex officio county collector, seeking an injunction against the extension and collection of the portion of a general property tax levied by the city of West Chicago, pursuant to section 13 of the Library Act, (Ill.
