In March of 1919, the commissioners’ court of Harrison county, acting upon a petition signed by the requisite number of taxpaying voters, ordered an election to be held in that county on the 19th day of the following April to determine whether or not bonds should be issued to the amount of $1,750,000 for the purpose of improving the public roads of the county. $300,000 of those bonds were to be used for the purpose of taking over an improvement district which had previously been established and bonds issued therefor.
