This case is here on a bill for judicial review, declaratory relief, and injunctive relief with respect to an “Opinion and Order” issued by the Board of Education (Board) to the School Committee (Committee) directed to the adoption and implementation of a specific plan recommended by the Board to alleviate racial imbalance in the schools of Boston in accordance with G. L. c. 15, § 1 J, and c. 71, § 37D, as amended.
