The common council of the city of St. Paul have-power to control and regulate the construction of buildings, and to prevent and prohibit the erection and maintenance of any insecure or *21■unsafe buildings within the city. They have also the power to provide for the appointment of a person to inspect and supervise the construction of buildings. City Charter, (Mun. Code St. Paul,) § 79, subds. 37, 38.
