This case involves a challenge to the Secretary of Health and Human Services’ interpretation of the statutory formula for providing reimbursements under Medicare to hospitals that serve a disproportionately high share of low-income patients. For reasons explained below, the Plaintiffs’ Motion for Summary Judgment is granted, and the Defendant’s Cross-Motion -for Summary Judgment is denied.
