Introduction
Western Montana Community Partners, Inc. and Special Use Permit for Public Resort Benefits, LLC (collectively “Plaintiffs”) seek a declaratory judgment that the United States Forest Service’s (the “Forest Service”) decisions to reject Plaintiffs’ request for a special use permit for a ski area development and to deny Plaintiffs’ request for an administrative appeal are void and of no effect.
