Plaintiff Charles Cosgrove appeals from the district court’s dismissal of his § 1983 case on various grounds. In his pro se § 1983 complaint, Plaintiff alleged his civil rights were violated when as a young child he was removed from his biological parents’ custody and placed with abusive foster parents.
