ORDER ADOPTING, IN PART, THE SPECIAL MASTERS REPORT AND RECOMMENDATION
STAFFORD, District Judge.
In this action, the plaintiffs have alleged that the defendants engaged in unlawful employment discrimination in violation of Title VII of the Civil Rights Act of 1964, as amended, Title 42, United States Code, Sections 2000e-17. Beginning on October 14, 1986, a fifty-five day bench trial was held before special master Everett P. Anderson.
