The single question here involved is the propriety of the following surcharge by the county auditors in their report of *37the financial condition of Jefferson County for the year 1927: “We further certify and report that after a fair, impartial and conscionable audit, adjustment and settlement of the accounts of the County Commissioners, we find that they should be, and do hereby surcharge County Commissioners S.
