When the bill in this case was presented for my consideration 1 deemed it my duty to give the complainant an opportunity to demonstrate that he was entitled, as he claimed, to the relief he prayed for, and to the jurisdiction of this court in order to secure it My views upon tbe questions presented by this bill were fully expressed in the opinion I filed in the case of Mills v. Green, 67 Fed. 818.
