This is an action to recover from the State sums of money *244that, it is alleged, are owed to claimant under the terms of a contract entered into by claimant, the Office of the State Comptroller (OSC), and the Power Authority of the State of New York (Authority). The claim alleges that the Comptroller wrongfully refused to certify certain invoices submitted for payment and that, by doing so, he breached the terms of the written agreement.
