William and Jane Becker, appellants, requested three variances from the Anne Arundel County Board of Appeals (the “Board”), which variances were necessary to construct a home on their property fronting on the Magothy River and Park Creek in Pasadena. In accordance with the Anne Arundel County Charter (the “Charter”), the requests for variances were initially heard by the County’s Administrative Hearing Officer, 1 and the decision was subsequently appealed to the Board. 2 The Board conducted a hearing de novo 3 on the variance requests.
