It is conceded that the town of Madison has taken proper proceedings by virtue of which it is authorized to exercise the powers of villages pursuant to sec. 60.18 (12), Stats. The town board of the town of Madison, hereinafter referred to as t[ie board, passed an ordinance July 24, 1946, the material provisions of which are as follows :
