— Proceeding pursuant to CPLR article 78 (transferred to this court by order of the Supreme Court at Special Term, entered in Albany County) to review a determination of the Public Service Commission which, inter alia, disallowed petitioner’s use of updated operator work time studies in separating interstate and intrastate expenses. On May 6, 1981, petitioner filed revised tariffs with respondent which were designed to produce $889 million of additional annual intrastate revenues.
