Acting pursuant to section 2 — 118.1 of the Illinois Vehicle Code (Code) (Ill. Rev. Stat. 1989, ch. 951/2, par. 2 — 118.1), defendant Jeffrey E. McCollum filed a motion in the circuit court of Cumberland County seeking rescission of action of the Secretary of State summarily suspending his driving privileges for a period of two years as provided for by sections 6 — 208.1(a)(3) and 11 — 501.1 of the Code (Ill.
