Donna DeAnzona and William Young, 1 the mother and father of Dustin Redd, brought separate suits, which were eventually joined, against the City and County of Denver and Betty Jean Brooks, the Director of the Denver Department of Parks and Recreation, alleging negligence in the death of their son and a violation of his substantive due process rights.
