MEMORANDUM OPINION

AUBREY E. ROBINSON, Jr., District Judge.

I. INTRODUCTION

This case arises under the Freedom of Information Act (FOIA), 5 U.S.C. § 552, et seq. (1976). Plaintiffs challenge the withholding of various documents by a number of government agencies to whom FOIA requests were submitted during the months of August through October, 1979. Although a great amount of information was released to plaintiffs pursuant to these requests, hundreds of pages of documents have been withheld in part or in full under Exemptions 1, 3, 4, 5, 6, 7(A), 7(C) and 7(D). 5 U.S.C. § 552(b) 1, 3, 4, 5, 6,…
