HAYNES, Circuit Judge:
The Dallas/Fort Worth International Airport Board (“DFW”) appeals the final judgments of the district court against DFW in favor of INET Airport Systems, Inc. (“INET”), 1 Michael F. Colaco, and Hartford Fire Insurance Company (“Hartford”). The cross-motions for summary judgment and this appeal relate to a contract between DFW and INET for construction at DFW Airport.
