I join the Majority Opinion in substantial part but dissent from the disposition of the case. Instead, based in part on issues raised in the Chief Justice’s concurring opinion, I would remand to the Commonwealth Court for further consideration of whether ;the General Assembly was adjourned during the relevant time period for purposes of Article IV, Section 15 of the Pennsylvania Constitution. ,
