The Municipal Assembly of Ponce passed ordinance No. 22, series of 1933, which was published in the newspaper “El Mundo”, on May 13, 1933, the object of which was to cover a deficit in the ordinary income of the municipal budget. Exercising the special remedy authorized by Section 83 of the Municipal Law of 1928, the petitioners requested the District Court of Ponce to issue a writ of certiorari to obtain a review and the declaration of the nullity of the ordinance mentioned, on the ground that the same injured their rights and…
