Honorable J. Tom Watson, Attorney General of the State of Florida, filed in the Circuit Court of Leon County, Florida, a pleading referred to in the record as an “Information in Equity” against H. N. Kirkman, Director of the Department of Public Safety of Florida, and Honorable J. M.
