This appeal brings up for review a judgment of the United States District Court for the Southern District of New York (Ed*728ward Weinfeld, Judge) granting defendants’ motion for summary judgment and dismissing plaintiff’s complaint. The district court’s decision is reported at 631 F.Supp. 1259 (S.D.N.Y.1986).
