Appellant, Mark R. Chirila, D.C., appeals from a decision of the Franklin County Court of Common Pleas affirming the order of appellee, Ohio State Chiropractic Board, revoking his chiropractic license.

On April 3, 1998, appellee sent by certified mail to appellant a Notice of Opportunity for Hearing indicating that he was being investigated for improper solicitation, fraud (two counts), professional connection to false advertising (two counts), and engaging in a pattern of fraudulent conduct. The notice included a section advising appellant of his right to request a hearing.…
