Appeal from a judgment of the Supreme Court (Lee, Jr., J.), entered September 16, 1986 in Chenango County, which granted petitioner’s application, in a proceeding pursuant to CPLR article 78, to annul a determination of respondent Board of Education of the City School District of Norwich awarding a construction contract to respondent Kotasek Corporation.
