On November 20, 2003, Alberta D. Abrams, the house manager of the Old Military Road Group Home, a long-term mental-health-care residential facility located in Theodore and owned and operated by the Greater Mobile-Washington County Mental Health-Mental Retardation Board, Inc. ("the Board"), was driving a 15-passenger van owned by the Board on Inter-state 10 in Mobile County.
