Before the court at this time is plaintiff’s request for a permanent injunction enjoining the City of Erie from enforcing ordinance 75-1994.

FINDINGS OF FACT(1) The plaintiff is Pap’s A.M. t/d/b/a Kandyland, with a principal place of business located at 1402 State Street, Erie, Pennsylvania.(2) The defendants are the City of Erie, Joyce A.
