Appellant Gerald E. Gilbert is an inmate in the custody of the Texas Department of Criminal Justice (TDCJ) at the Ramsey Unit in Rosharon, Texas. He sued TDCJ, the University of Texas Medical Branch (UTMB), and several individual employees of both entities. His claims initially stem from injuries he allegedly incurred in a bus accident in the Ramsey Unit parking lot in 2006.
