Relator, Southwestern Bell Telephone Company (Bell), filed an original action in prohibition in the Court of Appeals, Western District, seeking to prohibit respondent trial judge from retaining jurisdiction over a writ of review of an order of the Public Service Commission (PSC) filed by Bell in the circuit court and voluntarily dismissed by Bell, the PSC and the Office of Public Counsel.
