MEMORANDUM AND ORDER

KANE, District Judge.

This case is now before me on plaintiffs’ motion for attorney fees pursuant to the Equal Access to Justice Act, 28 U.S.C. § 2412 (“EAJA”). On the merits, I enjoined the Secretary of Health and Human Services from terminating social security disability benefits without first showing a medical improvement or substantial error in the first proceeding. 569 F.Supp. 631 (1983).
