Brieant, sitting by designation in the United States District Court for the Western District of New York, finding that the Board had violated Title VII of the Civil Rights Act of 1964, 42 U.S.C. §§ 2000e et seq., by refusing to hire appellee Theodore Kirkland in May 1977 and awarding Kirkland $13,500 in damages and attorneys fees.
