On December 10, 1975, Plaintiff-Appellant, Orion Research Incorporated (“Orion”), instituted this action pursuant to the Freedom of Information Act, 5 U.S.C. § 552 (“FOIA”), to enjoin Defendant-Appellee, the Environmental Protection Agency (“the EPA”), from withholding from it certain documents it had requested. Both sides moved for summary judgment.
