These are actions by the United States of America against defendants Richard Motto-lo (“Mottolo”), K.J. Quinn and Co., Inc. (“Quinn”), Lewis Chemical Corporation (“Lewis”), Carl Sutera (“Sutera”), and Service Pumping and Drain Company, Inc.
