Defendant Robert F. Hagmann was arrested on February 6, 1988, while sitting in a parked van in the immediate vicinity of the site where nearly seven tons of marijuana were being offloaded from The Lady Margaret II, a shrimp boat that had just returned to the United States from Colombia. His arrest, along with the arrests of a number of other individuals, was the result of an investigation conducted jointly by federal and state officials.
