OPINION

TERRY, Resident Judge.

This matter comes before the Court on a writ of certiorari to the City of Dover Planning Commission which denied approval of a site plan submitted by East Lake Partners for the proposed development of a tract of land. The Superior Court has jurisdiction to review the Planning Commission’s actions for the purpose of determining whether, on the face of the record, it exceeded its powers or failed to conform to the requirements of the law.
