OPINION
MOTLEY, Chief Judge.
This case concerns a 42 U.S.C. Section 1983 claim arising out of an incident between plaintiff Boorstein and several New York City police officers on August 31, 1982 in which Boorstein was allegedly beaten and injured, falsely arrested, detained and charged with disorderly conduct and resisting arrest. The charges were later dropped and plaintiff filed this suit for compensatory and punitive damages. Originally Boorstein sued the City of New York (the City), the Police Department of New York (the Police Department) and Officers Keith Coco, Richard Roe and John Doe.…
