The State appeals an order of the Lancaster County District Court reversing a Nebraska State Personnel Board decision under the Administrative Procedure Act, specifically, Neb. Rev. Stat. §§ 84-917 and 84-918 (Reissue 1994). The State Personnel Board had held that Frankie D. White, a corrections unit caseworker at the Nebraska State Penitentiary’s medium security unit, was properly fired for refusing to take a polygraph examination.
