delivered the opinion of the court:

Defendants, several members of the Cook County board of commissioners, appeal from an order of the trial court declaring unconstitutional two Cook County ordinances pertaining to the power of the board members to appoint or remove members of their staffs. On appeal, defendants contend that by finding these ordinances unconstitutional, the constitutional mandate of separation of powers between the legislative and executive branches of the county government has been violated.
