This case arises from the dismissal of Plaintiff William P. Carroll from employment with Maui County on August 19, 1992. His second amended complaint basically alleges that the Defendants conspired to silence him and that he was fired for whistleblowing in violation of Haw.Rev.Stat. § 378-62 and the United States Constitution.
