SUMMARY ORDER

Plaintiff Irving Brown, proceeding pro se, appeals from (1) the denial of his motions for a protective order pursuant to Fed.R.Civ.P. 26(c)(1), and (2) the dismissal of his complaint for Brown’s failure to comply with a discovery order pursuant to Fed.R.Civ.P. 37(b)(2)(A). 1 We review a denial of a motion for a protective order for abuse of discretion, which we will find only if the district court’s decision rests on an error of law or a clearly erroneous finding of fact, or if the decision cannot be located within the range of permissible outcomes.
