This tort action was instituted by plaintiff, individually and as confirmed natural tutor of his minor children, to recover damages for the wrongful death of his wife and mother of the minor children. Named as defendants were the State of Louisiana, through the Department of Highways (Department), Moey Newsome, the Police Jury of St. Tammany Parish, the Parish Council of Jefferson Parish and the Greater New Orleans Expressway Commission.
