MEMORANDUM OPINION AND ORDER
ARRAJ, District Judge.
This matter is before the court on two formal motions. The first is the Motion of Plaintiffs Dianne and Gary Dawson (“Dawsons”) to Remand under 28 U.S.C. § 1447(c) (1988) “on the basis of [a] defect in removal procedure.” In the event that the court remands, Defendant has requested that it certify the issue of interpretation of 28 U.S.C. § 1446(b) (1988) to the Tenth Circuit.
