REED, District Judge.

The plaintiff, James Wickersham, on May 6, 1927, filed his bill in equity, seeking an injunction to restrain the defendant Walstein G. Smith, as treasurer of the territory of Alaska, from paying out of the territorial treasury various sums of money appropriated by the Legislature of the territory and contained in the general appropriation act of 1927, on the ground that the appropriations were illegal and void.
