In this case, plaintiff Jackson-Shaw Company (“Jackson-Shaw”) challenges a long term lease between the Jacksonville Aviation Authority (“JAA” or “Authority”) and a competing commercial developer for the developer’s long-term use of 328 acres of JAA-owned vacant land adjacent to Jackson-Shaw’s development near the Jacksonville International Airport in Jacksonville, Florida.
